WORKSHOP MINUTES

MARCH 21, 2005

PRIOR TO COUNCIL MEETING

 

Workshop called to order at 6: 45 p.m. by Mayor Clara Lou Gould.

Those present were:               Mayor Clara Lou Gould

City Administrator, Joseph Braun

City Attorney, Gerard Pisanelli                                                              

Council Members Leake Way, and Antalek

 

The first item on the on the Workshop Agenda was in regard to Fire Truck Lettering.  The Council is awaiting Fire Advisory Board Comments.  See Memo dated 3/3/5 from Member of W.H. Mase Hook and Ladder, Memo dated 3/4/05 from CLG and Memo dated 3/8/05 from CLG.  The memo of W.H. Mase Hook and Ladder is opposed to changing the lettering on their fire trucks.  They feel that out of respect for the tradition, history and service which this company has provided for the past 118, any piece of apparatus assigned to our firehouse carry the name W.H. Mase Hook and Ladder Co.

 

The two memos dated March 4 and 8 addressed to Joe and Jerry  from Mayor Clara Lou Gould refer to the following subjects:

 

Memo of March  4, 2005:  Subject:  Re:  W.H. Mase Hook and Ladder Co. request to add the Company name to the New Dept. Fire Truck.

 

Memo of March 8, 2005:  Subject:  Re:  Fire Truck Lettering – Letter from W. H. Mase Hook & Ladder Co., March 1, 2005 Pat Kelliher said he would convene the Fire Advisory Board to get their opinion on this.  He said further that he would ask Dennis Lahey to attend the meeting to explain the truck committee’s position to be sure it was presented impartially.

 

The Council  will discuss this subject at the next or a future workshop.  

 

Pub Crawl  See correspondence dated 03/12/05 from Steven and Linda Cohen and Memo dated

03/15/05 from CLG.

 

Discussion of the Pub Crawl included comments from the City Council Members voicing their concern after reading the email from the Cohen’s.  They stated that this has been going on for years.  They know that they have to find and talk to the people in charge.  They feel that it hasn’t gotten out of control yet and something must be done before that happens.  They feel that something must be worked out.

 

The Pub Crawl will be discussed at a future workshop.

 

Analyze Traffic Stop Data See attached correspondence dated 12/20/04 from Fitzroy & Associates. And Memo from Joe Braun dated March 9th & 10th , 2005.  Also a Response from Town of Fishkill Regarding Same dated 3/14/05.

 

Joe spoke to the Police chief.  He asked the Mayor to contact Fishkill and Wappingers  to see if they are interested in participating in this program with us.  They are not interested in  participating in this program.   This is something that should be funded locally.  The Town of Poughkeepsie is successful in their program. .  It is similar but more comprehensive.  Approx amount of the cost is $49,000.00.  We could start something like the Town of Poughkeepsie.

 

This will be discussed at a future workshop.

 

Authorizing the City of Beacon Tax Department

 

Authorizing the City of Beacon Tax Department to Waive the $49.00 filing fee when the balance owed any account is $10.00 or less will be placed on tonight’s agenda.

 

Harbor Management Plan

 

City Administrator, Joseph Braun distributed a Draft Outline from Cashin Associates, P.C. Engineering.

 

Authorizing the Mayor to sign agreement with Cashin Association for Harbor Management Plan  will be placed on tonight’s Council Meeting Agenda.
