Beacon City Council Special Meeting

January 23, 2006

 

SPECIAL MEETING

 

The Special Meeting of the Beacon City Council held at the Municipal Center, One Municipal Plaza on January 23, 2006 was called to order, interrupting the Workshop, by Mayor Clara Lou Gould at 7:47 p.m. with the Pledge of Allegiance to the Flag.

 

Council Members Present:                               Lee Kyriacou, Elizabeth Foster, Charles Kelly,

Philip Shea, Steven Gold and Eleanor Thompson.

 

Also Present were:                                           City Attorney, Gerard Pisanelli

Absent:                                                                        City Administrator, Joseph Braun

Mayor Clara Lou Gould:  We do not usually call special meetings.  The reason for this special meeting is because we did not have all the answers regarding the bulletproof vests and we did not want to postpone this until February 6, 2006.  There are three items that we will vote on.  Then we will revert back to our workshop.

 

OLD BUSINESS:

 

Budget Amendments:  Tabled from Council Meeting 01-17-06 read by Mayor Clara Lou Gould.

 

Resolution No. 5 of 2006:  Budget Amendment 1 for Body Armor

1.  Amend the 2006 General Fund Balance for the Police Department in the amount of $22,543.00 for body armor (Code:  A 3120.X2512.00).  These funds will be used to replace 32 bullet proof vests so that issued City vests meet the NIJ standards as required.

 

Motion was made by Council Member Thompson to amend 2006 General Fund Balance for the Police Department to replace defective vests subject to the review of the administrative bond Administrator[1] up to the amount of $22,543.00 on a one time basis.  Seconded:  Council Member Kyriacou.  On a roll call vote, all voted in favor.  Motion carried.

 

Resolution No. 6 of 2006:  Budget Amendments 2 and 3

2.  Amend the 2005 General Fund Balance for the Planning Department Consultant expense (A 8020.X4520.00) in the amount of 19,146 $21,753.54.  This is the amount needed to cover the engineering expenses through December 31, 2006 - for the city’s comprehensive plan.

 

3.  Amend the 2005 General Fund Balance for the Finance Department in the amount of $40,584 to be used for Fiscal Agent Fees (Code:  A 1325.X4612.00).  This amount will be used to pay fees related to the 2005 Public Improvement Bond Sale on November 1, 2005

 

Motion was made by Council Member Kyriacou to amend General Fund Balance and combine Item 2 with correction (inserting December 31, 2006 figure) and Item 3:  Seconded:  Council Member Gold.  On a roll call vote, all voted in favor.  Motion carried.

 

Public Comments:

 

The following document dated January 23, 2006 was given to Mayor Clara Lou Gould by Dennis Pavelock, President of Concerned Citizens of Beacon to be read into the record:

 

To Whom It May Concern:  1-23-06

 

I'm writing this letter to voice my strong support and concern for Beacon Police Dept to receive new bullet proof vests.

 

It is also my understanding that vests are free from Homeland Security money.

 

It is my understanding that Police Depts replace vests after five years of use based on research I have received.

 

So, what is the bottom line here, Police Officers need vests.  How do they obtain them?

 

Let's not make this argument last all year and make an effort for both parties to find amicable agreement.
